As indicated in our letter dated July 13, 1982, a small scale emergency exercise is schedaled to ba renductad B. Robinson Plant (HER), Hartsville, South Carolin on October 14, 1982.

Carolina Power & Light Company (CPsL) ereby submits three (3) copies of the scenario for the October 14, 1982 Emergency Preparedness Ex ed or tne BBR Flant. This sc W 1 require participation by the plant emergency organization, the corporate em organization, and the local county government emergency organization.

Re_would appreciate your expedirie eview and concurrence with this scenario. This will enable us to proceed with the preparation of the detailed exercise plan.

TIME EMERGENCY CLASS EVENTS

0800 Normal Unit #2 oparating at 70 percent power. Approximately 2 weeks into the ninth fuel cycle. Integrated leak test completed orior to startup.

Ilydrogen delivery truck located on owner controlled area to deliver liydrogen.

0805 Unusual Manual containment station air isolation valve found open.

Event 0810 Auxiliary operator sent to close isolation valve falls requiring offsite hospitalization.

0900 Air ejeccor monitor readings increasing indicating a small primary to secondary leak.

0930 Chemistry reports secondary liquid activity >0.10 pCi/al.

0935 Alert Falling pressurizer pressure and level with decreasing TAVE and primary to secondary leak rate >77 GPM. Secondary to atmosphere leak nonisolatable causing offsite radiological release. '

i 1 0936 MSL1V fails to close

1000 Site Emergency Chemist reports reactor coolant activity to be >1.0 pCi/ml. 1-131 (or equivalent if secondary is sampled).

1005 Site Emergency , Chemist gets reactor coolant in eyes and ears.

1100 MSLIV to affected generator closed.

. 1130 Ilydrogen delivery truck crashes into Unit #2 intake structure and catches fire.

1145 Site Emergency Fire at intake structure disables 2 circulating water pumps. Only remaining pump has unusual noise level, t 1200 Fire Fighter injured.

TIME EMEKCENCY CLASS EVENTS 1215 Fire out 1300 Site Emergency Ilydrogen gas leaking f rom wrecked truck at unit 2 intake building.

1430 Hydrogen leakage stopped or hydrogen truck moved.

1500 circulating we.ter pumps repaired and returned to service.

1505 Exercise terminated.
