Dear Mr. Keppler:
On September 8, 1982 Commonwealth Edison Company notified Mr. D.
Hayes of your office a deficiency reportable pursuant to 10 CFR 50.55(e) regarding inspection of welds in piping supports at Braidwood Station.
This letter fulfills the 30-day reporting requirement.
For your tracking purposes this deficiency is numbered 82-08.
Description o f De ficiency Originally, only NF safety related pipe hangers were undergoing weld inspection at the time of installation.
Hange r configuration was to be checked at the time of turnover for test when the system was walked down.
In June 1980 construction practices were improved to include dimensional checks and weld inspections on all NF safety related hangers.
In June 1981 construction practices were revised to require these inspections on all safety related hangers.
In September 1982 we determined that reinspection o f 3069 hangers installed prior to June 1981 was not proceeding at a satisfactory pace.
This was reported because of the extensive inspection program required to meet the standards of our upgraded construction practice.
Analysis of Safety In plica tion s The original inspection program provided reasonable assurance of pipe support adequacy.
The improved inspection program provides better assurance but does not improve safety in a manner which can be readily assessed.
Corrective Action Taken To conform to the latest requirements, the contractor will inspect the 3069 safety related supports installed prior to June, 1981 in accordance with QC Procedure B23, to assure that the hanger assembly, configuration, and welding is in accordance with the design drawing.
This work will proceed cincurrent with installation of other hangers and will be completed prior to fuel load.
