DOCKET NOS. 50-266 AND 50-301 REACTOR COOLANT SYSTEM GAS VENT SYSTEM POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 In a letter dated June 18, 1982, Wisconsin Electric Power Company provided a description of the Reactor Coolant System Gas Vent System (RCSGVS) to be installed at the Point Beach Nuclear Plant.

On October 12, 1982, Mr. Colburn of your staff telephoned with a question concerning the valve position indication for the power-operated valves to be used in this system.

Specifically, he expressed the NRC staff's concern that removing power from these valves during normal operation, as stated on page 1 of Enclosure 1 tc our June 18 letter, would also deenergize the remote valve position indication for these valves.

We have reviewed the design for the RCSGVS and concur that, as described in our letter, valve position indication for these solenoid-operated valve's would be lost if the power supplies to the valves were interrupted; Accordingly, we have modified our proposed administrative controls ia this regard.

To minimize the possibility of inadvertent operation of the RCSGVS-power-operated valves during-normal plant' operation a physical restraining device will be fitted on or over the valve operator switch.

Power will l

not be removed from the. valves and valve position indication will continue to be maintained under normal operating conditions.
