Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 I&E Bulletin 83-01

Dear Mr. O'Reilly:

The following response is submitted in regard to I&E Bulletin 83-04, " Failure of the Undervoltage Trip Function of Reactor Trip Breakers."

1. The undervoltage trip function of the Westinghouse DS-416 type reactor trip breakers at Virgil C. Summer Nuclear Station was verified to be operational on March 18 and 19, 1983, upon the performance of the appropriate surveillance tests.
2. The maintenance program has been reviewed and found to conform to all manufacturer recommendations with the exception of frequency. The maintenance frequency identified by the manufacturer requires an inspection after the first six months of service with yearly inspections thereafter, whereas the licensee had established an eighteen month cycle which was initially performed in November 1981. The frequency has been changed from an eighteen month to an annual basis with the next performance scheduled for April 1983, during the present plant outage.
3. All licensed operators on shift rotation have been notified of the Salem and San Onofre events. Additionally, the appropriate actions identified in the station emergency operating procedure.c were stressed to the personnel.

4. Virgil C. Summer Nuclear Station has not experienced any failure-to-trip upon demand malfunctions with the reactor trip breakers.
5. The reactor protection system breakers and undervoltage devices are considered safety related in regards to procurement, testing and maintenance activities.
