Dear Mr. Haynes:

POTENTIAL CONSTRUCTION DEFICIENCY EMERGENCY DIESEL GENERATORS HOPE CREEK GENERATING STATION On July 2, 1982, a verbal report was made to Region I, Office of Inspection and Enforcement representative, Mr. R. Keimig, advising of a potential significant construction deficiency concerning the deleterious effects corrosion inhibitors may have on solder used to stake locking nuts on thermostatic valve override assemblies. An interim report on this matter was sent to your office on August 2, 1982. The following information is provided in accordance with the requirements of 10CFR50.55 (e) .

It has been determined that the corrosion inhibitor intended for use in the emergency diesel generator cooling system could i dissolve the solder which locks the thermostatic valve adjust-ment nut in place. The loss of the nut would leave the thermo-static valve in the open position. This could lead to a " cold engine" condition which could have prevented the engine from starting within the specified time limit. Over extended periods of time, it could also have led to premature cylinder scuffing and possible piston seizure.

Had this gone undetected and uncorrected there was the potential for loss of one or more of the four standby diesel generator sets. These units are safety related and supply power to engineered safeguard equipment and other safety related equipment

It has been determined, therefore, that this condition is reportable in accordance with 10CFR50.55 (e) .

To ensure that the above sequence of events will not occur, the Robertshaw valves on all diesels will be provided with swaged locking on the adjustment nut. This will ensure proper valve
