Expert Evaluation Team on the Concerns Pertaining to Gas Transmission Lines at the Indian Point Nuclear Power Plant Evaluation Plan Team composition:

Team Members:

Dr. Yueh-Li (Renee) Li (NRC Office of Nuclear Reactor Regulation) - pipe rupture and technical review process expert Suzanne Dennis (NRC Office of Nuclear Regulatory Research) - risk analysis expert, particularly hazard impacts Brian Harris (NRC Office of the General Counsel) - legal expert Steve Nanney (Department of Transportation, Pipeline and Hazardous Materials Safety Administration) - pipeline safety expert Dr. Anay Luketa (Sandia National Laboratories) - natural gas modeling expert Dr. Chris LaFleur (Sandia National Laboratories) - fire risk expert Areas of review:

1. Conclusions of NRC safety analysis related to inspection regarding Title 10 of the Code of Federal Regulations (10 CFR) Section 50.59, Changes, tests, and experiments, for Indian Point, including:
a. Analyses by Entergy and NRC associated with 10 CFR 50.59 evaluation
b. Application of analysis to NRC inspection
c. Application of analysis to FERC pipeline approval (environmental impact statement and approval order)
2. Conclusions regarding enforcement petition under 10 CFR 2.206, Requests for action under this subpart, regarding gas pipelines at Indian Point, including:
a. Handling of additional information provided as part of 10 CFR 2.206 process
b. NRC decision regarding petition
3. Agency practices or procedures relevant to the issues raised in the NRC Office of the Inspector General (OIG) Event Inquiry, including practices and procedures for:
a. Obtaining expert advice in support of inspections
b. Cooperation with other federal agencies in environmental reviews
c. Conducting confirmatory calculations
d. Assuring quality of NRC analyses and reviews March 9, 2020

Approach to evaluation:

The team will:

  • review documents relevant to the areas of review
  • interview NRC staff involved in the safety analysis and petition reviews being reconsidered as part of the evaluation
  • as appropriate, interview outside parties
  • as appropriate, coordinate with relevant Federal and state agencies
  • develop conclusions regarding areas of review Milestones:
  • Briefing to EDO on any significant issues regarding agency procedures and practices -
