Nuclear Regulatory Comission (the Comission) has issued Amenonent No. 11 to Facility Operating License No. flPF-10, issued to Southern California Edison Company, San Diego Gas and Electric Company, The City of Riverside, California and The City of Anaheim, Californio (licensees) for the San Onnf re fluclear Generating Station, Unit 2 (the facility) located in San Diego County, California.
This amendment is effective Decerber 6, 1982.
Anendnent No.11 changes the technical specifications applicable to turbine overspeed protection to allow steam flow in low pressure stern leads in which an inoperative reheat intercept valve is lauted, and to allow imediate return to power in the event of an inadvertant turbine trip.
Issuance of this anendment complies with the standards and requirenents l
of the Atomic Energy Act of 1954, as anended (the Act), and the Comission's i
regulations.
The Comission has made appropriate findings as required by the l.
Act an<l the Conmission's regulations in 10 CFR Chapter I, which are set forth in the license anendnent.
Prior public notice of this anendment was not required since the amendment does not involve a significant hazards consideration.

7590-01 2-The Connission has determined that the issuance of this anendment will not result in any significant environmental impact and that pursuant to 10 CFR 51.5(d)(4) an environnental inpact statenent, or negative declaration and environmental inpact appraisal need not be' prepared in connection with issuance of this am ndment.
