OPERATING LICENSE The U. S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 60 to Facility Operating License No. DPR-72, issued to the Florida Power Corporation, City of A-lachua, City of Bushne'l, City of Gainesville, City of Kissinnee, City of Leesburg, l

City of New Sntyrna Beach and Utilities Comission, City of New Sntyrna Beach, City of Ocala, Orlando Utilities Comission and City of

Orlando, Sebring Utilities Commission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licensees) which revised the Technical Specifications (.TSs) for operation of the Crystal River Unit No. 3 Nuclear Generating Plant (the facility) located in Citrus County, Florida. The amendment is effective as of the date of issuance.

This amendment (.1) clarifies which post-accident monitoring instrument readouts are supplemented with recorders and (2) changes the measurement units for the specification of the Reactor Coolant Total Flow measurement range from percent to Ib/hr.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, 'as amended (the Ac5), and

the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior 8212010332 821123 DRADOCK05000g

. 7590-01 public notice of this amendnent was not required since the amendment does not involve a significant hazards consideration.

The Commission has detennined that the issuance of this amendment will not result in any significant environmental impact and that pyrsuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of this amendment.

OPR-72, and (3) the Commission's related Safety Evaluation. All of
