South Texas Project Units 1 & 2 Docket Nos. STN 50-498, STN 50-499 Control Room Design Review Program Plan A meeting was held on October 5, 1982 in Houston, Texas with Messrs. D.
Tondi and D. Serig of the NRC Human Factors Branch and Mr. D. Sells, NRC Licensing Project Manager, to review the South Texas Project Control Room Design Review Program Plan. Based on the response receited at that meeting, Houston Lighting & Power (HL&P) submits the attached program plan for NRC's review in accordance with the recommendation in NUREG 0700, Guidelines for Control Room Design Reviews.
One half of the South Texas Project main control panels are fabricated and ready for shipment; the other half are complete through metal fabrication. HL&P will complete the Control Room Design Review (CRDR) as described in the program plan prior to completion of control panel I
manufacture. To this end, a program and schedule have been established to perform the CRDR on a detailed mock-up of the major control room panels. All-major CRDR activities will be performed on the mock-up except the verification of actual environmental considerations (i.e., lighting, noise).
This will be performed after completion of the actual control room which is scheduled for early 1986.
Emergency response capability activities are also in progress in parallel with the CRDR and are being coordinated with the CRDR. These include the design of the Safety Parameter Display System (SPDS), the design of instrument displays based on Regulatory Guide 1.97, and the development of symptom oriented emergency procedures. Validation of the control room tunctions will be completed with the real time reviews of selected operating events on the plant simulator, which is expected to be operational in mid-1984. Completion of the emergency operating procedures is planned for late 1983 and licensed operator training is expected to begin in 1984.
Feedback from these activities will be evaluated for further control room changes, procedure revisions or additional operator training.

r-October 20, 1982 ST-HL-AE-899 Page 2 Houston Lighting & Power Company To support the control panel fabrication and installation schedules, the CRDR on the mock-up is being done on a five and one half month schedule from September,1982 through February,1983. The main control panels will be returned to fabrication in March,1983. Since it is HL&P's intent to finalize control panel design to the maximum extent possible, HL&P requests the NRC's support in timely review of the program plan and in establishing a schedule for in-progress audits on the mock-up. The CRDR Criteria Report will be complete and available for audit in late November,1982. A second in-progress audit should be scheduled in early February,1983 atter completion of the CRDR, as described in the program plan, and prior to returning the panels to fabrication. This coordinates with the scheduled release of the final CRDR summary report on February 28, 1983, which will outline proposed control room changes and summarize disposition of the human engineering discrepancies.
