Dear Sirs:

Pursuant to the requirements of Section 1.3 of the subject report and 10CFR50.55 (f) (3),' the purpose of this letter is to inform the U.S. Nuclear Regulatory Commission of a change in the

- organizational alignment of ABB Combustion Engineering Nuclear Fuel, which has become part of ABB Combustion Engineering Nuclear Operations. These changes modify the structure shown in Figure 11-2 of CENPD-210, Revision 7A, and our letter LD-92-108 dated October 16,1992.

These changes do not reduce any of the previously accepted commitments.

The authority for the establishment of the quality assurance program for fuel operations rests with the President, Nuclear Operations, who has assigned this function to the Vice President, Total Quality. The Vice President, Total Quality is responsible for preparing and maintaining a quality assurance program which meets 10CFR50, Appendix B, and other recognized nuclear quality standards. Quality assurance functions remain independent of organizations charged primarily--

with cost and schedule considerations.

Quality control activities remain located within fuel manufacturing and engineering but report ,

functionally to the Vice President, Total Quality. _Stop work authority is delegated by the Vice President, Total Quality to quality control personnel and is independent of all other line management.

Figure 1, attached, outlines the new organization and supersedes Figure 11-2 of CENPD-210, Revision 7A, and letter LD-92-108.
