Docket No. 50-219 Technical Specification Change Request (TSCR) No. 180 Supplement No. 1 Removal of Cycle Specific Parameter Limits The enclosure to this letter supplemento Technical Specification Change Request (TSCR) No. 180, which was forwarded by GPU Nuclear. letter dated May 7, 1990.

The license amendment application would modify Oyster Creek Technical

Specifications to' remove certain cycle-specific-parameter limits, in accordance-with guidance contained in NRC Generic Letter 88-16

-The. enclosed pages supersede the corresponding pages included in TSCR No. 180,.

dated May.7, 1990. Page'3.10-2 is revised _to include a minor editorial change. Page 3.10-3 includes a Bases revision as a result of License Amendment No. 140, dated June 18,11990. Due to a typographical error, pages 6.17 and 6.17a in the original TSCR should have been numbered 6.12 and 6.12a, respectively. These pages have been revised to include Topical Report references which contain the analytical methods used to determine the core operating limits. Page 6.12b is added for pagination purposes. Also enclosed is a copy of a revision to the current Core Operating Limits Report (COLR).

The COLR revision now includes, for each figure,_a reference to the

- corresponding Technical Specification limiting condition for operation.

These changes to our license amendment request (TSCR No. 180) are in accordance with the guidance contained in' Generic Letter 88 *6 and have no effect on the safety evaluation justifying the proposed amendment or on the corresponding no significant hazards consideration conclusions.-
