Enclosed is an interim 30-day report in accordance with 10CFR50.55(e) for the deficiency concerning T-quencher holes. This condition was reported via telephone to Mr. Wiggins of your staff on July 29, 1982, as a potentially reportable deficiency.

NIAGARA M0 HAWK POWER CORPORATION Nine Mile Point Unit 2 Docket No. 50-410 Interim Report for a Potentially Reportable Deficiency Under 10CFR50.55(e) Regarding T-Quencher Holes Description of the Deficiency ITT Grinnell informed SWEC of T-quencher diffusion holes, which were drilled out of tolerance on five T-quenchers, by submitting fabrication nonconformance reports for SWEC's disposition. Due to the identified nonconformances, SWEC inquired as to the nature of the problem and subsequently questioned the acceptance of the 10 previously shipped T-quenchers. At that point, ITT Grinnell disclosed that it had not performed a 100-percent dimensional check, nor could it provide any documentation to substantiate that all the as-builts conform to the tolerances set forth in the specification.

The matter is still under investigation. A final report will be submited by March 15,1983.
