DPR-71 AND DPR-62 SUPPLEMENTAL REQUEST FOR LICENSE AMENDMENT CORE SPRAY SYGTEM SURVEILLANCE INTERVAL EXTENSION
Dear Mr. Vassallo:
SUMMARY
In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and 2.101, Carolina Power & Light Company (C1'sL) hereby requests a revision to the Operating License for the Brunswick Steam Electric Plant, Unit No. 1.
This submittal supersedes our November 8,1982 and January 6,1983 submittals for Brunswick Unit Nos. I and 2 concerning the 92-day interval core spray system flow test required by Technical Specification 4.5.3.1.c.1.
DISCUSSION Our November 8, 1982 and January 6, 1983 requests provided a Special Test Exception and associated Technical Specification (TS) Bases for the core spray system.
Subsequent to discussions with the Staff, CP&L is herewith requesting a "one-time" exemption to the requirements of TS 4.5.3.1.c.1 in lieu of the proposed Special Test Exception.
This "one-time" exemption to the surveillance interval for TS 4.5.3.1.c.1 is provided in Enclosure 1.
A discussion of the proposed "one-time" exemption and our basis for it is provided in Enclosure 2.
ADMINI?TRATIVE INFORMATION You will find enclosed the proposed Brunswick-1 Operating License Paragraph 2.C.(2)(a).
The proposed Operating License revision has been reviewed and approved by the Brunswick Plant Nuclear Safety Committee (PNSC).
Since this request is a supplement to our November 8,1982 and January 6, 1983 submittals and is applicable to Brunswick-1 only, we have determined that no additional license amendment fee is required. We request that you return the Class I license amendment fee remitted for Brunswick-2 in our November 8, 1982 submittal.
