Both sets of cooling fans and oil circulating pumps were found to be inoperative. Attempts to restart cooling system failed.
A ramp down of power was begun. Shortly thereafter, it was discovered that this particular type transformer must not be energized with no cooling. At that time, the reactor, turbine and generator were tripped manually by the operator. Investigation determined a burned out circuit conttctor.
