VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 WITHDRAWAL OF PROPOSED LICENSE AMENDMENT By letter dated February 26,1990 (Serial No.90-046), Virginia Electric and Power Company requested license amendments for North Anna Power Station Units 1 and 2 regarding the main steam line break accident analysis. At the time of the license amendmen't r; quest, we had determined that it was possible for the instrument loop uncertainty associated with the low pressurizer pressure safety injection setpoint to exceed the margin between the setpoint assumed in the accident analysis and the actual setpoint value under adverse environmental conditions. This was determined i
to be an unreviewed safety question because the identified condition increased the probability of malfunction during certain postulated small steam line break accident scenarios. Hence, the proposed license amendment provided a revised main steam line break analysis to the NRC for review.
The low pressurizer pressure safety injection signal transmitters have since been replaced on both units and the unreviewed safety question 'no longer exists.
Therefore, based on recent discussions with the NRC staff, we have determined to, hereby, withdraw this proposed license amendment.
