OYSTER CREEK NUCLEAR CENERATING STATION Forked River, New Jersey 08731 Nonroutine Environmental Operating Report No. 50-219 82-5 Report Date Occurrence Date November 22, 1982 Identification of Occurrence Exceeding a limiting condition as defined in the Environmental Technical Specifications, paragraph 2.1.4.3, when an insufficient number of dilution pumps was in operation as specified in paragraph 2.1.4.2.
Less than two dilution pumps were operating for greater than 15 minutes, and ambient water temperature was less than 60 F.
This event is considered to be a Nonroutine Environmental Operating Report as defined in the Technical Specifications, Appendix "B", Paragraph 5.6.2.
Conditions Prior to Occurrence Dilution Pump Flow
- 5.20 E5 GPM Circulating Water Pump Flow - 4.60 E5 GPM Dilution pump 1-1 out of service for repairs.
Prior to the occurrence, the ambient water temperature in the intake canal was 52.30F. The condenser discharge water temperature was 62.70F, and the U.S.
0 Route 9 discharge bridge temperature was 54.2 F.
Description of Occurrence At 1731 hours0.02 days <br />0.481 hours <br />0.00286 weeks <br />6.586455e-4 months <br /> on November 22, 1982, dilution pump 1-3 was removed from service because of an electrical problem, leaving only dilution pump 1-2 in operation.
At 2121 hours0.0245 days <br />0.589 hours <br />0.00351 weeks <br />8.070405e-4 months <br /> on November 22, dilution pump 1-3 was returned to service.
Apparent Cause of Occurrence
-Dilution pump 1-3 was removed from service to correct an electrical problem -
a DC ground on the control switch in the vacuum breaker valve as a result of water leaking through the seal on the cover plate of the switch and then onto the switch.

temperatures within the specified limiting conditions. The objective of operating the dilution pumps in the prescribed manner is to minimize the occurrence of adverse biological effects in Oyster Creek and contiguous water.
There were no harmful marine biological effects. observed during the period when an insuf ficient number of dilution pumps operated.
Corrective Action Immediate corrective action involved effecting the appropriate repairs and restarting dilution pump 1-3.
Long term action, per a submittal to the _ Nuclear Regulatory Commission on July 1,1981, involves a total dilution pump refurbishnent program designed to improve the reliability and operability of the pumps, is in progress. This includes upgrading of the dilution pump seal water and lubricating oil cooling water systems, pipe line strainers, pipe and heat tracing and overhaul of dilution pumps.
