As requested by Mr. W. O. Miller, Chief License Fee Management franch, we are enclosing a check for $1200.00, the Class 11 fee for our requested Construction Permit extension. The requested extension is ad-ministrative In nature and as explained in our September 26, 1978 letter,

serial number 443, has no safety or environmental significance.
,Mr. A. W. Dromerick, a member of your staff, has asked that we ex;Jain why the completion of the Reactor Coolant System has been revised, and how much delay can we attribute to item 4 on our IIst, hanger design and final stress analysis. The major Reactor Coolant System problems were:
modifications to the RTD by-pass valve resulting from the stress analysis and to system related trip valves, review of weld joint procedures and i
quality control research on alleged undergrinding of weld joints. The potential delay attributable to hanger iesign and final stress analysis is approximately four weeks.
Since our September 26, 1978 letter, it became necessary to loan a North Anna Unit 2 Reactor Coolant Pump motor to Surry Power Station. The maximum potential delay attributable to this new problem is approximately four weeks.
