DESCRIPTION OF DEFICIENCY l

During the startup prerequisite test and inspection for the High Pressure Safety Injection system pump motors (Tag Nos. SIA-P02/

SIB-P02) supplied by Combustion Engineering as part of the NSSS contract, a condition of deteriorated epoxy coating was observed on the inside of motor frames. Additional inspection disclosc' ferrous metal chips and filings in the motor oil of both motors.

ANALYSIS OF SAFETY IMPLICATIONS APS and Bechtel requested assistance from Combustion Engineering in evaluating this condition,and agree with the C-E determination of Not Reportable under the requirements of 10CFX50.55(e).

Should this condition remain uncorrectad7 it would not impair pump operation and would not result iti ~a safety signifiennt condition.

III. CORRECTIVE ACTION The referenced NCR will be dispositioned to flush and replace the motor oil in both motors, i

epoxy coating and oil impurities in the HPSI pump motors. These E Rn issues will be addressed individually.

S [byg; Ecoxy Deterioration The introducing statement alludes to a deterioration of the epoxy coating "inside the motor frames" while the final statement would make one believe there was deterioration within the bearing housing.

The interior of the bearing housing is not meant to be painted. Some paints might enter the sight glass port when the exterior of the housing is painted. Deterioration of this paint or other paint within the motor will not interfere with its function.

Oil Impurities The bearing housings on these motors are of sufficient size to allow settling of metal chips and filings. Lubrication of the sleeve bearings is via oil rings which would not recirculate the settled particles. The attached NCR describes satisfactory bearing surface examination under the direction of a Westinghouse representative.

This examination occured after pumps operation.

These conditions have been reviewed, and in C-E' s opinion, is not reportable under the requirements of 10CFR50.55(e) or 10CFR Part 21.
