MISCELLANEOUS TECilNICAL SPECIFICATION REVISIONS

Dear Mr. Vassallo:

SUM:1ARY In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP) Unit Nos. I and 2.

DISCUSSION A review of the Brunswick TS has identified certain TS items for which revisions are needed. These revisions (1) provide a clarification of certain TS requirements, (2) provide editorial and/or administrative corrections of certain TS requirements, and (3) provide TS changes to reflect consistency with the actual plant design. The revisions are discussed in detail in the attachments.

ADMINISTRATIVE INFORMATION Enclosed are separate sti.achments for the proposed TS ravisions, each of which includes a discussion of the unit-specific applicability, a description of the item changed, the basis for the proposed change, and retyped TS pages reflecting the proposed revisions. The revisions on the enclosed TS pages are indicated by vertical lines in the right-hand margin.

We have evaluated this request in accordance with the criteria in 00 10 CFR 170.22 and have determined that this submittal constitutes a Class IV and a Class I license amendment request for Brunswick-1 and Brunswick-2, respectively. Therefore, our check for $12,700 is enclosed in payment of the required fees.

BASIS FOR CHANGE: Transmitter B21-LT-N017D-3 and its associated level switch B21-LSH-N017D-3 provide an input to bistable logic and dc)_ not provide a signal to an indicator; therefore, the requirement for a channel check for these instruments is not appropriate. The requirement for a monthly channel check should be revised to "Not Applicable." The requirement for a quarterly channel calibration should remain unchanged.
