BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - CONDUIT LOADING ON ANNULUS FRAMING IN REACTOR BUILDING - BLRD-50-438/82-55, BLRD-50-439/82 FIRST INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. V. Crlenjak on August 2, 1982 in accordance with 10 CFR 50.55(e) as NCR BLN QAB 8204. Enclosed is our first interim report.

FIRST INTERIM REPORT Description cf Deficiency Conduit has been placed along a span of structural steel in the annulus of the Reactor Building.. Tne steel was not designed to support the resultant torsional loading. The conduit is field routed by BLNP CONST. The apparent cause of the deficiency is the failure of TVA to make a sufficiently conservative estimate of applied loads during the design process.
Interim Progress TVA is still investigating the subject deficiency. Additional information will be supplied in the next report.
