UNITS 1 AND 2

ENCLOSURE 2 JUSTIFICATION FOR PROPOSED TECHNICAL SPECIFICATIONS

. FOR SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 The purpose of this technical specification change is to clarify how the cumulative purge time is calculated over a 365-day period. This change is a result of a telephone conference call with the NRC on April 27, 1982.

The 365-day cumulative time period will begin every April 15. Purging and venting will be limited to 1000 hours0.0116 days
0.278 hours
0.00165 weeks
3.805e-4 months
during this 365-day period.

O ENCLOSURE 3 TECHNICAL SPECIFICATION CHANGES FOR SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 5

 • s ENCLOSURE 3 TECHNICAL SPECIFICATION CHANGES FOR SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 As discussed with Carl Stahle on July 19, 1982, these technical specification changes will be incorporated into our technical specifications. These changes involve the ultimate heat sink (3/4.7 5) and manipulator crane (3/4.9.6). Technical specification (T/S) 3/4.7.5 will have a July 15, 1981 effective date ( Amendment 8) and T/S 3/4.9.6 will have '

an effective date of May 4, 1982 (Amendment 4).

l REFUELING OPERATIONS 3/4.9.6 MANIPULATOR CRANE j l

l LIMITING CONDITION FOR OPERATION

.. l 3.9.6 The manipulater crane and auxiliary hoist shall be used for movement.of drive rods or fuel assemblies and shall be OPERABLE with:

a. The manipulator crane used for movement of fuel assemblies having:
1. A minimum capacity of 2750 pounds, and
2. An overload cut off limit less than or equal to 2700 pounds.
b. The auxiliary hoist used for latching and unlatching drive rods having:
1. A minimum capacity of 610 pounds, and
2. A load indicator which shall be used to prevent lifting loads in excess of 600 pounds.

APPLICABILITY: During movement of drive rods or fuel assemblies within the reactor pressure vessel. _

ACTION:

With the requirements for crane and/or hoist OPERABILITY not satisfied, suspend use of any inoperable manipulator crane and/or auxiliary hoist from oper.ations involving the movement of drive rods and fuel assemblies within the reactor pressure vessel. The provisions of Specification 3.0.3 are not applicable.

SURVEILLANCE REQUIREMENTS 4.9.6.1 Each manipulator crane used for movement of fuel assemblies within the reactor pressure vessel shall be demonstrated OPERABLE within 100 hours0.00116 days
0.0278 hours
1.653439e-4 weeks
3.805e-5 months
prior to the start of such operations by performing a load test of at least 2750 pounds and demonstrating an automatic electrical load cut off when the crane load exceeds 2700 pounds.

4.9.6.2 Each auxiliary hoist and associated load indicator used for movement of drive rods within the reactor pressure vessel shall be demonstrated OPERABLE within 100 hours0.00116 days
0.0278 hours
1.653439e-4 weeks
3.805e-5 months
prior to.the start of such operations by performing a. load test of at least 610 pounds.
