Summary of December 14,1993 Meeting with Representatives of VYNPC Reference (b) provides a summary of the subject meeting between VYNPC and members of NRC Staff to discuss the seismic portion of the Individus! Plant Examination for External Events (IPEEE), Generic Letter 88-20, Supplement 4.
The purpose of this letter is to document a follow-up telephone conference which occured on January 19,1994. - Participants in this telecon were as follows:
Daniel H. Dorman, NRC/NRR Project Manager for VY Stanley R. Miller, YAEC/VY Project Manager Dean C. Porter, VY Engineering Project Supervisor H. Michael Metell, VY Principal Engineer Scott D. Goodwin, YAEC/VY Lead Mechanical Engineer leonard A. Tremblay, Jr., YAEC/VY Senior Licensing Lagineer Vermont Yankee requested this telecon in order to provide, in more detail, the summarization -
of our position as presented in the subject meeting. Specifically, the second paragraph, second sentence of Reference (b), reads as follows:
"The licensee also discussed NUREG-1488, ' Revised Livermore Seismic Hazard Estimates for 69 Nuclear Power Plant Sites East of the Rocky Mountains,' and concluded that, based on the reduced seismic hazard estimates of NUREG-1488, VY should be allowed to conduct a reduced scope seismic evaluation as defined in NUREG-1407, ' Procedural and Submittal Guidance for the Individual Plant Examination of External Events (IPEEE) for Severe Accident Vulnerabilities.'
(NUREG-1407 specifies that VY is a 0.3g focused scope plant.)"
Vermont Yankee believes that options ranging in scope from walkdowns performed by recognized industry seismic experts to a reduced scope seismic evaluation as defined in NUREG-1407 could satisfy the intent of Generic Letter 88-20, Supplement 4 as it pertains to seismic considerations.
