BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - ENVIRONMENTAL QUALIFICATION OF SAFETY-RELATED ELECTRICAL COMPONENTS - BLRD-50-438/81-66, BLRD-50-439/81 THIRD INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. V. Crlenjak on October 21, 1981 in accordance with 10 CFR 50.55(e) as NCRs BLN NEB 8113 through BLN NEB 8118. This was followed by our first interim report dated November 16, 1981. Related NCRs BLN NEB 8119, 8120, and 8205 and BLN EEB 8203 were reported in our second interim report dated May 10, 1982. Since that time, related NCRs BLN NEB 8208, 8209, 8211, 8213, 8214, and 8215, and GEN QAB 8204 have also been reported. Enclosed 4

THIRD INTERIM REPORT Description of Deficiency During TVA's NUREG-0588 environmental qualification program, the components listed in Table I - Parts A and B (attached) were identified as potentially deficient because of insufficient documentation to verify that the equipment is environmentally qualified. This equipment was procured before the issuance of NUREG-0588.
Interim Progress Since TVA's previous report six additional nonconformances have been generated to identify equipment potentially deficient because of insufficient document. One previous report, NCR BLN NEB 8119, has been revised; and another, NCR BLN EEB 8203, has additional corrective action.
Specific information for these NCRs is included in Table I (attached).
TVA is in the precess of establishing a qualification program with B&W and completing the corrective actions stated in the previous report. TVA has also generated NCR GEN QAB 8204, to document the failure to develop a procedurally controlled system to ensure adequate qualification of electrical equipment during the design, procurement, installation, and operation phases. It is anticipated that resol,ution of this nonconformance will complete the actions necessary to prevent recurrence.
