BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - VALVES NOT QUALIFIED TO APPLICABLE DESIGN REQUIREMENTS - BLRD-50-438/82-28, BLRD-50-439/82 SECOND INTERIM REPORT Th subject deficiency was initially reported to NRC-0IE Inspector R. V. Crlenjak on April 12, 1982 in accordance with 10 CFR 50.55(e) as NCRs BLN BLP 8214 and BLN BLP 8215. This was followed by our first interim report dated May 11, 1982. Enclosed is our second interim report. We expect to submit our next report by December 14, 1982.

SECOND INTERIM REPORT Description of Deficiency The 3-inch containment isolation and test valves manufactured by Target Rock Valve Company, East Farmingdale, New York (VSEB-018-N and VSEB-019-N) and the air-operated, 4-inch auxiliary feedwater pressure control valves manufactured by YARWAY Corporation, Blue Bell, Pennsylvania (VSEC-046-A and VSEC-047-B) indicated on nonconformance report Nos. BLN BLP 8214 and BLN BLP 8215, respectively, were purchased as nonactive components. These valves should be active components.
Interim Progress The valve manufacturer will qualify the containment isolation and test valves as active and has indicated that TVA should have the qualifying documentation by October 1, 1982.
TVA has qualified the pressure control valves as active; however, the air supply tank has not, as yet, been qualified as active. The manufacturer expects to complete qualification of the air tank by August 23, 1982.
