Dear Mr. O'Reilly:
On November 23, 1981 your office was informed that a loss of system prime for-the Emergency Condenser Circulating Water System had occurred. This constitutes an operation subject to a limiting condition for operation which was less conservative than the least conservative aspect of the limicing condition for operation established in the Technical Specifications.
Reportable Occurrance Report R0-270/81-18 providing details of this indicent was to have been submitted to you by December 7, 1981, pursuant to Technical Specification 6.6.2.1.a(2).
However, the investigation of this incident and the preparation of a report are incomplete at this time. It is expected that the investigation and report will be completed, reviewed, and submitted to you no later than December 21, 1981.
