Dear Mr. Vassallo:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Parts 50.90 and 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2.

The enclosed changes supersede those submitted to NRC by our letter dated May 24, 1982.

DISCUSSION At CP&L's request, NRC deferred review on the May 24, 1982 submittal until CP&L could provide actual data on over-voltage, under-voltage and under-frequency protective instrumentation voltages with the concomitant setpoints. The enclosed TS pages provide the actual test voltages and the respective setpoints.

In a February 25, 1982 telephone conversation with your staff, CP&L committed to provide the time delay settings for the RPS MG Set and the Alternate Source during over-voltage, under-voltage and under-frequency voltage conditions. The time delay has been verified to be within the tolerance of 0.1 seconds -- 0.133 seconds, which is in accordance with design specifications.

ADMINISTRATIVE INFORMATION Please find enclosed two pages each for the proposed BSEP Unit Nos. 1 and 2 TS with the changes indicated by vertical lines in the right-hand margins. Our January 29, 1982 revision request (Serial No. NO-82-084) included a check for $4,400 for a Class III and Class I Amandment for BSEP Unit Nos. 1 and 2; therefore, no additional fees are necessary.
