Dear Mr. Vassallo:

SUMMARY

In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications (TS) for the Brunswick Steam Electric Plant (BSEP) Unit Nos. 1 and 2.

The changes relate to the time one channel of a power monitoring system for the inservice RPS M-G set or Alternative Source may be inoperable.

BACKGROUND In response to NRC's September 24, 1980 request, CP&L submitted two letters dated January 29, 1982 (Serial Nos. NO-82-083 and NO-82-084), which provided design information and proposed TS for upgrading the RPS M-G sets for BSEP. These proposed TS state one channel of a power monitoring system may be inoperable, as necessary for test or maintenance, not to exceed 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> / month.

DISCUSSION Our January 29, 1982 submittal (Serial No. NO-82-083), Enclosure 5, described the design specifications for the Class 1E Electrical Protection Assemblies (EPA) of a boiling water reactor power plant. Two EPA's are installed, in series, between each of the two RPS M-G sets and the RPS buses and between the auxiliary power source and the RPS buses. The proposed modifications as described above, would provide fully redundant Class 1E protection for the Class 1E systems and components powered by the RPS power supplies and would thereby bring the overall RPS design into full conformance with General Design Criteria 2 and 21, IEEE-279 and IEEE-379, and the applicable provisions of the Standard Review Plan.

By NRC's letter (R. S. Boyd - NRC to G. G. Sherwood - GE) dated February 23, 1979, Mr. Boyd wrote that "the installation of the two protective

Mr. Vassallo packages in series with the alternative power source will obviate the need for technical specification time constraints on plant operation while using the alternative power source to supply power to one of the reactor protection system buses."

It is for the above reasons that CP&L requests a change to the BSEP Technical Specifications to delete the 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> / month time constraint regarding inoperability of one channel of a power monitoring system as necessary for test or maintenance.

ADMINISTRATIVE INFORMATION Please find enclosed two pages each for the proposed BSEP Unit Nos. 1 and 2 TS with the changes indicated by vertical lines in the right-hand margins. This proposed TS change supersedes our revision request dated January 29, 1982 (Serial No. NO-82-084) which included a check for $4,400.00 for a Class III and a Class I amendment for BSEP Unit Nos. 1 and 2, respectively. Because the required amendment fees have already been paid, no additional fees are necessary.

Since these modifications are scheduled to be installed during the 1982 refueling outages, we request that NRC issue these TS revisions with the respective reload amendments for Brunswick Unit Nos.1 and 2.
