Dear Mr. Ahearnes I have just returned from an eighteen month tour of duty in Saudi Arabia with the Corps of Engineers. I was shocked and dis-mayed to find that Unit 1 at TMI was still not operating. When I left to go overseas in July 1979, I assumed that the plant would shortly be granted permission to resume operations - particularly since I had heard of no reason to keep the plant shut down. I have since found out that hearings to consider possible reopening did not start until 150ct80 - nineteen months af ter the accident at TMI 2! With all due respect. what the hell is going on?
I recognize that the past two years has been a turbulent per-iod for the NRC and that the charter of the NRC spells out some serious responsibilities. But this failure to respond in a timely manner is disgraceful and unwarranted. I have worked within the federal government, and with the Civil Service Commission, fer the past eight years. Thir lack of professionalism reflects poorly on all of us who work for the federal government. I am a nuclear engineer by training and experience and am pursuing several dif-l ferent career options at this point.as I complete my military ser-vice obligations. I had seriously thought of working for the NRC, I
but I am giving that a lot of second thought at this time.
The decisions you make in this case will set precedents for the nation and for the future of nuclear energy. There were many times during the past year, as I anxiously awaited my return to the US, that I reflected on how lucky I war to grow up e.nd live in the United States. There are so many vvc things about this country that I am proud to " brag" about to peoplo f other countries.
The role of the NRC in this case is certainly not one of those things. I hope that the proceedings will continue in a timely fashion and that energy affairs can progress in an orderly manner.
