In accordance with your request of January 4,1990, I have completed a review of the draft NRC s61ery offset proceduros required by the Debt Collection Act of 1982.
I have developed numerous comments that should be resolved before the regulations are forwarded to the Office of Personnel Management (OPM)forreview.
In the interest of time, rather than drafting a detailed memorandum containing a number of comments end suspstions, I would like to meet with you or members of your staff to resolve my comments. My comments are reflected in a mark-up of the draft procedures you provided for review.
Subject to the resolution of those comments, I have no legal objection to the submission of the draft NRC i
