r APPENDIX A NOTICE OF VIOLATION Baltimore Gas and Electric Company Docket Nos. 50-317 50-318 Based on the results of an NRC inspection conducted on January 16-19, 1979, it appears that one of your activities was not conducted in full compliance with NRC regulations and the conditions of your NRC Facility License Nos. DPR-53 and DPR-6s, os.ndicated below. This item is cate-gorized as an Infraction.
Appendix A, Technical Specifications to License Nos. DPR-53 and DPR-69, Section 6.8.1, states that written procedures shall be established, implemented, and maintained covering the activities recommended in Appendix "A" of Regulatory Guide 1.33, November f
1972. This guide recommends procedures for control of radioac-tivity including PWR Gas Systems.
Your procedure RCP l-207, " Gaseous Waste Releases - Specifications and Surveillance," states in Section 4.3.9 that at the end of each month, the site release rates for Group I and II averaged over 12 N
consecutive months shall be obtained by means of the Weekly Gaseous Effluent Report. These results shall be recorded in the Twelve Month Release Rate Calculation Sheet.
Contrary to the above, as of January 17, 1979, results were not l
recorded in the Twelve Month Release Rate Calculation Sheet for the months of November and December 1978.
The inspector noted the licensee recorded the results for November and December 1978 in the Twelve Month Release Rate Calculation Sheet prior to the inspector leaving the site.
