Subject: Inspection Report No. 50-219/90-19
-This letter transmits che report of a routine safety inspection conducted at
your facility by E. Collins from September 23, 1990, through October 20, 1990.
The inspection consisted of document reviews, personnel interviews and obser-
vations of. activities. . Inspectors discussed the results with you and members
of your staff during and after the inspection.
Two of your activities appear to be in violation of NRC requirements, as
specified in the enclosed Notice of Violations. We are concerned about the
first violation because it represents weakness in maintenance activities
- regarding plant configuration control. We are concerned about the second
violation because-it is an example of a poor radiation protection practice.
Although the second violation was identified by you and promptly addressed, it
.is being cited because it is a repeat violation.
The violations have been categorized by severity level according to the
" General Statement of. Policy and Procedure for NRC Enforcement Actions," 10 CFR
Part 2, Appendix C (Enforcement Policy). You are required to respond to this
. letter and should follow the instructions specified in the enclosed-Notice when
preparing your response.
