SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.134 TO FACILITY OPERATING LICENSE NO. DPR-40 OMAHA PUBLIC POWER DISTRICT FORT CALHOUN STATION, UNIT NO. 1 DOCKET NO. 50 285

1.0 INTRODUCTION

By letters dated September 6, 1990 as supplemented September 17, 1990, Omaha Public Power District (OPPD), requested changes to the Fort Calhoun Station, Unit No.1, Technical Specifications (TSs). The proposed changes were administrative in nature.

j 2.0 OISCUSSION The licensee's proposed changes to the Fort Calhoun Station's TSs are administrative corrections. These changes are as follows:

Page 3-62a The reference to "FSAR" is changed to read "USAR."

The original Final Safety Analysis Report (FSAR) is updated as per requirement 10 CFR 50.71, and the updated FSAR is referred to as the Updated Safety Analysis Report (USAR).

Page 5-3 Changes are being niade to the Plant Review Committee.

In order to maintain independence between the Plant Review Committee and its auditing entities, the Manager of the Safety Review Group and the Manger of Quality Assurance and Quality Control are being replaced by the Assistant Plant Manager and a Reactor Engineer. These replacements are being added to maintain the breath and depth of technical knowledge.

These two changes are administrative in nature; and therefore, the staff finds them acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment relates to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in l

10CFR51.22(c)(10). Pursuantto10CFR51.22(b),noenvironmentalimpact l

statement or environmental assessment need be prepared in connection with the issuance of the amendment.

4.0 CONCLUSION

The staff has '.:encluded, based on the considerations discussed above, that:

(1) there is.easonable assurance that the health and safety of the public will not be eindangered by operation in the proposed manner, and (2) such activities w.'11 be Ocncucted in compliance with the Commission's regulations, and the issuance of the amendn'ent will not be inimical to the common defense and security or to the health and safety of the public.
