REQUEST FOR ADDITIONAL _INFORMATION CRYS 1AL RIVER UNIT #3 P-5 Section 1.0 under Fire Brigade Training of the licensee's response to Attachment 2 of " Nuclear Plant Fire Protection Functional Respon-sibilities, Administrative Controls and Quality Assurance," states that the proposed frequency of classroom training will be once per year on a staggered, basis.

The proposed frequency for fire brigade classroom instruction Cannual) does not provide adequate training to assure personnel familiarization with the fire hazards, fire fighting equipment and tactics to be used in suppressing fires manually.

NRC Position Provisions should be made for regular planned meetings, held every 3 months, to repeat the classroom instruction program within a two year period.

Confirm that the folLowing provisions of NRC's document " Nuclear Plant Fire Protection Functional Responsibilities, Administrative Controls and Quality Assurance" are met or provide justification for any exceptions:

Fire fighting procedures are documented and include strategies for fighting fires in all safety related areas and areas presenting

Documented fire fighting strategies include the subjects covered in subsection d(1) through d(10) of At'tachment 5 to the above document.

Administrative procedures have been established to ensure a periodic inspection for accumulation of combustibles.

Administrative procedures have been established which ensure that open flame or combustion smoke for leak testing is pro-hibited.

Administrative procedures relative to proposed work activities require a review to identify potential transient fire loads which exceed the capacity of the installed fire suppression syste and that omrtable sure.resrion ecaidnent shall be broucht into the area.
