Reply to Notice of Two Items of Noncompliance Gentlemen:

In accordance with Section.2.201, of the NRC's " Rules of Practice", Part 2 Title 10, Code of Federal Regulations, this letter is written to explain and to describe the corrective action taken to prevent any further violations as noted in your letter of 30 October 1978.

Violation No. 1 Periodic maintenance of the transient (pulse) rod drive cylinder.

The reactor operator / senior technician who conducts this maintenance (who was not present during the inspection of 12-13 October 1978) reported, subsequently, that the required pulse rod maintenance was performed in June

of 1978, but was not documented as required by our Technical Specifications, Paragraph E-4.

This maintenance has been recorded in the Reactor Main-tenance Log Book.

Corrective Action:

A calendar of such periodic maintenance will be established at once to pre-vent this type of infraction from recurring.

Violation No. 2.a.:

Periodic and systematic performance evaluations of licensed individuals as required in Paragraph VII of the NRC Approved Operator Requalification Training Program.

During the transition of reactor supervisory personnel, these performance evaluations were neglected.

The program of periodic and systematic performance evaluation and documenta-tion of licensed individuals, previously established, will be immediately reinstated by the Reactor Supervisor and/or a member of the Corporate Radiation Committee and will be reviewed by the Chairman of the Corporate Radiation Committee.

Violation No. 2.b:

Review of abnormal and emergency procedures with licensed personnel as required by Paragraph V of the NRC Approved Operator Requalification Train-ing Progran had not been documented as required by Paragraph VIII of the above document.

I Corrective Action:

The Reactor Supervisor and/or a member of the Corporate Radiation Committee

will review with the licensed operators the abnormal and emergency opera-tional procedures, semiannually, and document the information in each individual evaluttion file.
