APPENDIX A NOTICE OF VIOLATION South Carolina Electric and Gas Company License No.: CPPR-94 Based on the results of.the NRC inspection conducted on September 5-8, 1978, it appears that certain of your activities were not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in our correspondence to you dated December 31, 1974.
10 CFR Part 50, Appendix B, Criterion V, as implemented by South Carolina Electric and Gas Company (SCE&G) FSAR Section 17.1.5, states in part that " Activities affecting quality shall 8
be prescribed by documented instructions, procedures or drawings
.. and shall be accomplished in accordance with these instructions, procedures or drawings." Daniel Construction procedure AP-VIII-03 and SCE&G Field Quality Control Procedure 3.5.0 prohibit the use of food or tobacco in Zone IV housekeeping areas.
The reactor vessel had been designated as a Zone IV housekeeping area.
Contrary to the above requirements, several cigarette butts and an empty cigarette wrapper were observed by the IE inspector in the inside bottom surface of the reactor vessel on September 5, j
1978.
This is an infraction.
