LA CROSSE TECHilICAL SPECIFICATI0tl - C0fiTAIN!'IllT IllTEGRITY A!!D HIGli RADIATIO!1 AREAS The Coamission has issued the enclosed Amendment tio. 29 to Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor (LACBWR). This amendment consists of changes to the Technical Specifi-cations in response to your submittals of May 19, 1981 and September 24, 1981.

On itay 19, 1931, you reported an inadequacy in the impicmentation of administrative.controir, which caused a reduction in the degree of radundancy provided in reactor protection systems and a potential degradation of primary containment integrity. You requested a temporary Technical Specification change so.that an unauthorized modification to your. facility could be tested to verify containment integrity and then remove it. This emergency change was approved May 19, 1981 (this action was confirmed by letter dated May 20,1981).

Your September 24, 1901 submittal requested changes to section 6.12 (High

/s Radiation Area) of the LACBUR Technical Specifications which would elim b5u ON3El inate the requirement for having " locked barriers

  • for all areas of the plant with radiation levels greater than 1000 cren/hr. This change would have resulted in plant areas with radiation levels greater than 1000 mrem /

hr being handled in the same way as plant areas with radiation levels between 100 mrem /hr and 1000 mrem /hr..That is, entrance to these areas could have been obtained by persons having only a S pecial Work Permit.
