Dear Mr. Carlson:

This letter responds to your letter of August 30, 1978, which forwarded the report of the inspection of activities author-i=ed by NRC License No. CPPR-95, conducted by Mr. Toth of your office on August 8-11, 1978. The letter stated that it appeared that certain of our activities were not conducted in full compliance with NRC requirements. The apparent noncompliances and our responses follow:

I. Apparent Nonccmpliance with 10CFR50, Appendix B, Criterion IX, and FSAR Section 17.1.9B

) Contrary to the above references, on August 9, 1978, the i

i single-bevel groove weld joint angles for pipe break restraints FWR1, 2 and 15 were 300 although the AWS Structural Welding Code Dl.1, paragraph 2.9, limits such weld joint angles to 450 minimum.

Corrective Action and Results l

Prior to the inspection, welding on pipe restraints using the 300 bevel was accomplished using technique sheets W70J and W70H, both of which required the use of a bevel angle of 450 minimum if the l .

I techniques were to be considered prequalified by AWS. A review of the l ,

essential variables of these technique sheets has shown that they are

, j adequately supported for use with a 300 bevel angle by Welding Procedure Qualification Tests on file. Accordingly, welds made to these technique sheets are acceptable.

1B21-SLP-211-3-1 was less than 1/4 inch, and the back weld (outside l diameter) size on pipe spool slip-on flanges 1B21-SLP-211-3-1 and  !

1B21-SLP-203-3-1 was less than 3/8 inch; although ASME III, para- i graph ND 3661.1, requires these welds to be 1/4 inch and'O.511 inch,  !

respectively. i l

i Corrective Action and Results The results of an initial sampling inspectior. sr fillet welds j

on slip-on flanges revealed the need to inspect all such welds. -

Accordingly, all accessible slip-on flange welds will be inspected, l

! and those found deficient will be repaired to meet ASME III require-ments. Engineering will provide further instructions regarding welds
