D. Wilcox on June 29, 1982 in accordance with 10 CFR 50.55(e) as NCR BLN CEB 8209. Enclosed is our first interim report. FIRST INTERIM REPORT Description of Deficiency Essential raw cooling water piping problem N4-0KE-P was analyzed assuming the 36-inch pipe to be embedded in concrete at two locations. Based on this information, the analysis assumption was that the pipe was anchored at the two locations. Actually, the 36-inch pipe has 3 inches of crushable insulation covering the area of embedment. Since the insulation may crush, the pipe is not truly anchored at the two locations. Therefore, the analysis is unconservative and must be revised assuming limited restraints instead of anchors.
Interim Progress A preliminary analysis has been performed using limited restraints at the two locations. The analysis results required the removal and relocation of some supports and the rerouting of piping to allow for the thermal growth. This information has been sent to Bellefonte Design Project (BLP) for review of the suggested locations of the rerouted piping. Final reanalysis will be rescheduled upon receiving BLP's response.
