In response to your letter dated September 20, 1978 concerning the schedule for completing evaluation and modifications required by licens-1 ing conditions of Facility Operating License No. NPF-3 (Davis-Besse Nuclear Power Station Unit 1), we have reviewed the seven items and are providing the following information:
License Condition 2.C. (3)(d) Long Term Over-Pressurization Protection is the only item which is anticipated to require any technical specifi:ation-changes. Our letter to you dated March 20, 1978 (Serial.No. 421) ident-ified the technical specification changes which will be required for the long-term over-pressurization protection.
Mr. Leon Engle, Licensing Project Manager has indicated that release of necessary technical speci-fication changes by the staff is imminent.
As noted in the enclosure to your September 20, 1978 letter, only site implementation remains to be completed for Item 1 (License Condition-2.C. (3)(d) Long Term Over-Pressurization Protection), Item 3 (License Condition 2.C. (3)(f) Diverse Source of Power for Auxiliary Feedwater System) and Item 5 (License Condition 2.C. (3)(h) Fire Protection Program, 1

Concerning Item 2, License Condition 2.C.(3)(e), Reactor Coolant System Flow Indication, we are still awaiting a meeting with your review staff as we requested in our letter to you dated January 5, 1977 and reiterated in our letter dated February 25, 1977. Further staff guidance is needed

in the near future to support the actions required to meet the schedule required by the license condition.
The modifications involved with Item 2.C. (3)(g) concerning alignment of high pressure injection pump suction with low pressure injection dis-charge were described in our letter to you dated November 15, 1976 and were included in FSAR Revision 23, which was submitted on November 23, 1976. We understand that these modifications were reviewed by the NRC Review Staff and evaluated as part of their KUREG-0136 Supplement 1,
" Safety Evaluation Report Related to Operation of Davis-Besse Nuclear Power Station Unit 1", dated April, 1977. Thus, we anticipate no further submittals on this item which is scheduled for site implementation prior to startup following the first regularly scheduled refueling outage.
The analysis required by License Condition 2.C. (3)(p) concerning reli-ability of the manual by-pass valves DH-21 and DH-23 is being reviewed in-house and is scheduled for submittal to the NRC in February, 1979.
An on-going investigation to determine inadvertent ties between station and instrument grounds has been taking place.
Inadvertent ties between the instrument ground bus and the station ground bus have been discovered-and corrected in the miscellaneous electronic control system, non-nuclear instrumentation system, integrated control system and nuclear instrumentation. Two additional ties were discovered in the nuclear instrumentation system during the :ast outage and they will be corrected at the first opportunity. This investigation will continue. We will keep you apprised of our progress.
