RE: SITE VISITS FOR THE PURPOSE OF flRC SAFETY TECHNOLOGY EFFORTS As part of the Division of Human Factors (DHFS) Safety Technology Program, a review is being conducted under contract by the Battelle-Pacific Northwest Laboratories (PNL). The purpose of such review is to determine current industry practices to assist in developing our long-term regulatory policy in (a) manpower and staffing practices, (b) the use of the Independent Safety Edgineering Group (ISEG), and (c) the STA Position.

Site visits at selected utilities and plants are being conducted to obtain relevant information. The topic areas covered include manpower issues (e.g., planning, sources of labor supply, recruitment and retention of staff): staffing practices (e.g., establishing work units, scheduling); the use of the STA (e.g., job description, role in operations and engineering functions, career path); the functions of safety review groups including the ISEG, Utility Review Group, and Plant Review Group.

By this letter, we request that such a visit be conducted at your plant.

The NRC Project fianager, Mr. P. Tam, and a senior PNL staff member will be contacting you within the next few weeks to arrange a mutually convenient time. The site visit may take one to two days and nay involve meetings at the corporate level with people as the Vice President of the Nuclear Division, the Personnel Manager and members of the Utility Review Group; and at the plant level with the Plant Panager, members of the Plant Review Group, the ISEG, and a group of approximately five to ten individuals in operations, technical support and maintenance units. Discussions with these personnel are expected to take approximately one hour each. The PNL team will be accompanied by the NRC Project Manager.
