SURVEILLANCE REQUIREMENTS 4.8.2.lb (Continued) i

1) The parameters in Table 4.8-2 meet the Category B limits, i There is no visible corrosion at either terminals or connectors, 2) or the connection resistance of these items is less than 150 x 10 8 ohm,* and  :
3) The average electrolyte temperature of 16 connected cells (4 cells per row) is above 65*F. ,
c. At least once per 18 months by verifying that:
1) The cells, cell plates, and battery recks show no visual indication of physical damage or abnormal deterioration,
2) The cell-to-cell and terminal connections are clean, tight, and [

coated with anticorrosion material,

4) Each battery charger will supply at least 150 amperes at a minimum of 132 volts for at least 8 hours. '

New Hampshire Yankee October 19, ?990 1 1 l Description of Proposed Chances j The proposed changes revise Technical Specification Surveillance Requirements 4.8.2.1d, 4.8.2.1c, and 4.8.2.lf by deleting the phrase 'during shutdown' from these Surveillance Requirements. The design of vital DC systems at Seabrook Station incorporates two 100% capacity battery banks in each train, Technical Specification 3.8.2.1, DC Sources - Operating currently allows one battery bank to be inoperable for up to 30 days. Removing one of the battery banks from service while at power does not degrade the system capabilitics to a 1 level less than that currently allowed by this Technical Specification. Additionally, in accordance with Technical Specification requirements, the alternate battery and charger in the same train and both battery banks and chargers in the opposite train will be OPERABLE , during the performance of this testing. Safety Evaluation of Proposed Channes New ilampshire Yankee has reviewed the proposed change in accordance with the criteria specified in 10 CFR 50.92 and has determined that the proposed change would not

1. Involve a significant increase in the probability or consequences of any accident previously evaluated. The proposed change deletes the requirement that certain surveillances be performed 'during shutdown'. The Seabrook design for vital DC systems incorporates two 100% capacity battery banks for each train.

Technical Specifications currently allow one battery bank in one train to be inoperable for up to 30 days. Removal of one battery bank in one train from service for the performance of surveillance testing does not decrease - the functional capability of the DC system below the level currently allowed by the Technical Specifications. Additionally, in accordance with Technical Specification requirements, both battery banks and chargers in the train will be OPERABLE during the performance of this testing. Performance of the

  • surveillance testing at power with the battery removed from service will not affect any other system, structure or component; therefore, the proposed change does not increase the probability of an accident previously evaluated.

Assuming an additional single failure (eg, failure of the opposite DC train), a minimum of one 100% capacity battery bank will remain available during any postulated accident. With this minimum capability, sufficient instrumentation and control car' ability exists for monitoring and maintaining the unit status following an accident. Therefore, the consequences of an accident previously evaluated will not be increased, i i ,

2. Create the possibility of a new or different kind of accident from any previously evaluated. During the performance of this testing, the battery will-l be isolated from the vital DC system. No other system will be affected by this j testing. Additionally, in accordance with the Technical Specifications, the i alternate battery of the same train and both _ opposite train batteries will l remain OPERABLE during this testing. . Therefore, . the possibility of an l accident of a diffe ent type than any previously evaluated is not create J by this change.

The allow. sutage time for the battery banks is i based upon the gt t< lance of Regulath - Guide 1.93. Though the Regulatory Guide indicates tLat a battery should only be removed from service for the performance of corrective maintenance, the recommendations of this Regulatory l Guide are based upon a system design encompassing only 100% capacity.per train. With a battery bank removed from service, the affected train continues , to meet assumed 100% capacity.
