I By applications dated May 13,1981 (Amendment No. 42) and December 16, 1981 (Supplement 1 to Amendment Ho. 42),
of Nuclear Reactor Regulation (ONRR)your Company requested that the Office review and approve the transfer of ownership shares for Seabrook Units 1 and 2 to Canal Electric Company (CEC) and Washington Electric Cooperative, Inc. (WEC), respectively. A total of
$4,400 (Classes III and I fees) was paid for your May 13, 1981 application pursuant to the requirements of 10 CFR 170.22. A fee was not remitted with your December 16 application because you viewed it as a supplement to the one of May 13.
i Based on information provided by the ONRR staff as a result of their final review cf your requests, it has been determined that the Classes III and I fees paid for the May 13 application are appropriate; however, Classes II
($1,200) and I ($400) fees are due for the December 16 application. The December 16 application is not viewed as providing supplemental information regarding the transfer of ownership to CEC. Instead, the supplemental application requests approval of transfer of ownership to another company.
i The Classes II and I fees rather than Classes III and I are appropriate for the December 16 application because no financial review was required, whereas a financial review was partially done on the May 13 application before requirements for such were deleted from 10 CFR 50.33(f). We note that the subject applications were approved by ONRR issuance of Amendment No. 5 to each of the Seabrook construction permits on June 23,1982.
In conclusion, it is requested that your Company remit a sum of $1,600 to this office in payment of the fees required for your December 16, 1981 application.
