This letter is being handcarried to you in keeping with our mutual desire to be open and candid with respect to our licensing abilities /needs. Ad-ditionally, a comitment was tendered our then Project Manager, Miss Mar-gorie Mlynczak, with letter dated March 16, 1978.
l We, in that letter, comitted fuel load November 1979.
Further, we -com' mitted to a rigorous effort to follow our startup schedule and by mid.-sumer to re-evaluate our position,

We have been unable to hold to our mid-summer comitment, to our regret,-due i
largely to lack of development of the startup schedule. During the' interval u;
March 15 - October 15, 1978, our suppliers have not lived up to their. com-J, mitments and the scope of work has been substantially increased.
9 However, in considering the integration with startup schedule, we cannot meet November 1979 date and must reluctantly move our FUEL LOAD date from November 1979 to July 1,1980.
Flag dates between now and our Fuel Load date U
are for Cold Hydro November 1,1979 and Hot Functional February 1,1980.
With the information at hand and the project 77% complete (manhour basis),
we are certain the July 1980 date is realisti and may in fact be somewhat improved.
