BRUNS'JICK STEAM ELECTRIC PLANT, UNIT NOS.1 & 2 LICENSE N0. DPR-62 AND DPR-71 DOCKET N0. 50-324 AND 50-325 RESPONSE TO INFRACTION OF NRC REQUIREMENTS

Dear Mr. O'Reilly:

Brunswick Steam Electric Plant has reviewed IE Inspection Report 50-324/78-17 and 50-325/78-17 and find that it does not contain any information of a proprietary nature.

' The report identified an item which appears to deviate from requirements to the NRC. The item and Carolina Power & Light Company's response to it are addressed in the following text:

Infraction:

Technical Specification 6.8.1.a specifies that " written procedures shall be established, implemented, and maintained covering applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, November, 1972," in which protective clothing is listed (Section G.5.d).

Contrary to the above, implementing procedure Section 6.5,

" Protective Clothing and Equipment" of the Radiation Protection and Control Manual, was not followed in two cases. On July 18, 1978, NRC inspectors observed individuals not wearing the required protective clothing, as specified, in two different restricted areas.

Carolina Power & Light Company Response The auxiliary operator in the Unit No. 2 HPCI room, not wearing l the protective clothing designated by the posted dress requirements,

, was counselled by the Operating Supervisor on the importance of conforming to radiation control techniques.

Contract workers in the Unit.No. 2 reactor feed pump room were seen wearing paper shoe covers in a contaminated area which required plastic shoe covers. The Plant Manager has informed the contract personnel's general superintendent of the importance of contract workers conforming to posted dress requirements.

In addition to these actions, a memorandum from the Plant Manager covering the dress and posting requirements and requirement to obey all contamination controls has been sent to all members of plant management on September 5. This memorandum directs that its contents be discussed with the employee, signed, and returned for filing.

These corrective actions should prevent recurrence of the violations cited in the inspection report 78-17.
