comments on Generic Letter 88-20-Supplement 4 i
l Alabama Power Company has reviewed Supplement 4 to Generic Letter 88-20 and the accompanying draft NUREG-1407 with~ regard to categorization of sites for determination of the review level earthquake.
In accordance with the request for comments, Alabama Power Company is in total agreement with the NUMARC comments which are to be provided to the NRC.

Farley Nuclear Plant is~ low relative to other sites'in the eastern United l
States. 'Ihe Parley site is located on the East Gulf Coastal Plain in a l
region which shares tectonic and seismilogical features more closely related L
to sites categorized as requiring a " Reduced Scope Program" by Table 3.1 of l
draft NUREO-1407. On this basis, Alabama Power Company requests that the NRC reconsider the proposed classification of Parley Nuclear Plant as a site t.
requiring a 0.3 g level review. Experience has demonstrated that the most significant benefit in identifying seismic weak links results from the performance of thorough walkdowns.
Inclusion of Farley Nuclear Plant with~
those sites required to perform the reduced scope program would achieve the intended safety benefit without the unnecessary diversion.of manpower and financial resources.
