VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENT AND EXEMPTION REGARDING AUXILIARY BUILDING ROOM HEAT-UP (LAR-19-010) (EPID L-2019-LLA-0097)
Dear Mr. Whitley:
In response to your application dated November 22, 2019, titled, Request for License Amendment and Exemption: Auxiliary Building Room Heat-up, designated as License Amendment Request (LAR)19-010, the U.S. Nuclear Regulatory Commission has granted the enclosed exemptions and issued the enclosed Amendment Nos. 181 and 180 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP)
Units 3 and 4, respectively.
The amendment authorizes changes to depart from Updated Final Safety Analysis Report (UFSAR) Tier 2 information (which includes the plant-specific Design Control Document (DCD)
Tier 2 information) and involves related changes to plant-specific Tier 1 information, with corresponding changes to the associated COL Appendix C information. Specifically, the amendment involves changes addressing potential effects of a loss of heating, ventilation, and air conditioning or a loss of alternating current power events on auxiliary building spaces.
The exemptions allow certain changes to Tier 1 of the PS-DCD of the facility COL as specified in LAR-19-010. These exemptions are related to, and necessary for, the granting of the amendments which are being issued concurrently.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the changes, is also enclosed. A notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
