NOTICE OF DEVIATION Southern California Edison Company Docket No. 50-362 San Onofre Unit 3 License No. NPF-15 During an NRC inspection conducted during the period of December 6-10, 1993, one deviation was identified. In accordance with the " General Statement of Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1992), the deviation is listed below:

A. During an NRC inspection, conducted during January 1992 and documented in inspection report 92-02, of the licensee's motor- operated valve (MOV) program in response to Generic Letter 89-10, the licensee had committed to contact the MOV actuator manufacturer (Limitorque) to verify the output torque capability of the actuators for four MOVs under design basis degraded voltage conditions of 40% of the nominal DC bus voltage.

In addition, the licensee committed to use the motor rated starting torque in tSeir calculations to assure adequate MOV capability under design basis conditions.

Contrary to the 4bove, as of December 10, 1993, licensee calculations performed in accordance with design standard MS-123-125 to determine MOV capability under degraded voltage conditions, utilized generic actuator motor stall torque rather than rated starting torque. The licensee had no documentation of having contacted Limitorque nor any documentation of Limitorque concurrence with the licensee's determination of MOV actuator capability under design basis degraded voltage conditions.

Please provide to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555, with a copy to the Regional Administrator, Region V, and a copy to the NRC Re.sident Inspector, in writing within 30 days of the date of this Notice, the reason for the deviation, the corrective steps which have been taken and the results achieved, the corrective steps which will be taken to avoid further deviations, and the date when your corrective action will be completed. Where good cause is shown, consideration will be given to extending the response time.
