Dear Secretary Reich:

i The Commission has had a review team of senior NRC staff members assess the NRC's program for protecting allegers against retaliation.

The review team was charged with providing their views as to whether the Commission has taken suffi lent steps to create an atmosphere within the community regulated by the Commission in which individuals with safety concerns feel free to engage in protected activities without fear of retaliation.

Enclosed for your information is a copy of the review team's report, which has been made publicly available.

Some of its recommendations may impact the Department of Labor.

It is my understanding that those recommendations have been discussed with your staff.

This report has also been provided to the Senate Envirunment and Public Works Subcommittee on Clean Air and Nuclear Regulation.

The review team's report is currently under rg/iew by the Commission.,

lhe Commission intends to have the review team brief the Commission on this report in a public meeting on January 31, 1994.

Thereafter, the Commission will consider the recommendations, and, if the Commission believes that leaidation is needed, Executive Branch views will be sought through OMB.

We appreciate the cooperation shown by the Department.
