Dear Mrs. Katz:

Thank you for identifying yourself at our June 9,1993 public meeting as a representative of the Citizen's Awareness Network (CAN) who would serve as a contact in our evaluation of the difficulties experienced by you and other CAN members in regards to obtaining documents related to the Yankee Nuclear Power Station (Yankee). These concerns were that access to documents is difficult without a computer and that CAN is not on the NRC Service List. Mr. Fred Katz of CAN was contacted by Paul Harris of the NRC staff in a June 15, 1993 telephone call and Mr. Katz repeated the concern about difficulty of accessing documents without a computer.

In reviewing your concern about not being able to perform searches for documents at the Greenfield Community College (GCC) library, the local public document room (LPDR) for Yankee Rowe, because there is no NRC computer system at that location, we were informed that a telecommunications problem prevents an adequate connection to the NRC Nuclear Documents System (NUDOCS) at the GCC location. We were also informed that a representative of CAN, namely, Mr. Scott Reed, was provided by the NRC with computer access to NUDOCS in March 1992, and that searches by Mr. Reed have been performed regularly.

Although there is no computer at the GCC LPDR for Yankee Rowe, an accession number listir.g of Yankee Rowe documents is provided weekly to the GCC so that all recent correspondence, both from the NRC and from the licensee, can be located in the microfiche files and reviewed.

On July 19, 1993, I visited the LPDR in order to assess the difficulty of document retrieval.

I found the weekly indexes, which are filed in prominently displayed three-ring binders, to be quite simple to use to locate the microfiche address of a document. The microfiche reader and free printer are convenient to the shelves. Microfiche files are provided from January 1981 to present date.

I found the bound weekly indexes simple to use. The librarians were courteous and helpful.

In addition, we have an 800 number that I understand you are familiar with for any additional help.

Additionally, the Brattleboro LPDR, located at 224 Main Street, Brattleboro, VT, about 20 miles north of Greenfield, MA, has had computer access to NUDOCS since January 1993.

NUD0CS provides the accession number and microfiche addresses for both NRC documents and documents from other sources that are publicly available, including most correspondence from all reactor licensees.

t If you wish to perform a computer search rather than use the bound weekly indexes, this can be done at the Brattleboro LPDR.

On December 15, 1992, we put CAN on the NRC service list in order to receive copies via direct mail of NRC-generated correspondence on Yankee Rowe. We have reviewed all NRC documents issued on the Yankee docket since that time and have confirmed that all such, copies were sent to CAN.

In summary, our review indicates that a computer assisted search of NUDOCS is available to the public at the Brattleboro LPDR and to Mr. Scott Reed of CAN.

Although the Greenfield LPDR does not have a computer search capability, we have examined the weekly indexes at the GCC and have found that they are effective in locating microfiche copies of Yankee Rowe documents.

Copies of NRC issued documents on Yankee Rowe are being sent directly to CAN. All interested parties may order documents from the NRC by calling (202) 634-3273, or direct inquires regarding document availability to the NRC by calling (800) 638-8081, a toll free number.

The NRC will continue to provide CAN with those documents we issue related to the Yankee Nuclear Power Station docket, except those that contain proprietary or safeguards information.

The Greenfield LPDR will continue to be supplied with microfiche copies of all documents from sources that are entered into our document control system except proprietary and safeguards information.

In addition, the LPDR will continue to receive weekly index sheets of Yankee related correspondence that is publicly available.
