Dear Chairman Selin,

I am writing to express my concern over the fact that decommissioning activities appear to be taking place at Yankee Atomic Electric Company's Rowe plant before a decomissioning plan is approved.

I am well aware of the benefits which could accrue from the component removal project (CRP).

I also understand that the commission has determined that the CRP meets all current regulatory requirements.

However, the CRP certainly represents activitiep, i.e.

removal of steam generators and reactor internals, L'that are only undertaken in the event of decommissioning.

It seems a reason-able position to me that the CRP should have occurred after the i

approval of a decomissioning plan.

Alternatively, given the time constraints, it would have made sense to subject the CRP to a limited public coment period, since the decommissioning plan itself will be subject to public comment.

I am sure the commission is aware of the substantial public concern over the CRP.

I believe it would have been helpful to all -- the crunmisaion, the local residents, and even Yankee Atomic -- to have taken the opportunity to listen to and address local concerns.

I strongly urge the commission to commit to holding public hearings on the decommissioning plan for the Rowe plant after it is filed.
